In general the victim shouldn’t be the one to complain, because he’s biased and it creates bitterness. Thus we have lawyers and prosecutors in govt courts. For appeal to higher church authority it would be good to have a third party do it. Maybe it is the duty of every member of the husband’s church except for him. Who has standing in the pca and elsewhere?
